Duration: 12-month rolling contract

The ambition for Blackburn with Darwen’s Service User Forum is to become one of the country’s largest and most prominent independent mutual aid service user groups. Sitting within a recovery collaborative comprising several partner organisations, the forum will be responsible for delivering community action, advocating for service user voice and championing recovery support across the district.

Red Rose Recovery is commissioned to establish and develop recovery communities across Lancashire. The role of recovery forum board member is integral to this objective.

In this role, you will represent the interests of the independent recovery forum at board level, within the recovery collaborative. You will have parity of esteem (equal importance and power) with the other board members, who will include representatives from partner organisations involved in the recovery collaborative.

The successful candidate will act as a point of connection between the board, forum members, and the recovery collaborative as a whole. You will be expected to feed back to the board on matters raised by forum members; report on activities/projects undertaken by the forum; and participate in decision-making. You will also effectively communicate board discussions and decisions to forum members.

You will be encouraged to build links and develop partnerships within the wider Blackburn-with-Darwen community, and act as an advocate for service users who are otherwise disenfranchised. Adhering to the values of Calico and Red Rose Recovery, you will act as an ambassador for the wider recovery community.


  • To represent members of the recovery forum and the recovery collaborative in board meetings, and ensure that the voice of forum members is communicated effectively.
  • To participate in discussions and decision-making as an equal member of a board of professionals and practitioners.
  • To report to the board on the activities of the recovery forum and the recovery collaborative.
  • To ensure recovery forum members are kept informed of the board’s key discussions and decisions.
  • To promote and advocate for the forum in the wider community by promoting a positive public image.
  • To adhere to and embody the agreed vision and values of the recovery forum.
  • To work in accordance with all Red Rose Recovery policies and procedures.
  • Ensure any safeguarding disclosures are dealt with appropriately and in accordance with Red Rose Recovery policy.


Skills, attributes and knowledge:

  • Passionate about recovery and the recovery community, with the desire and energy to make a difference.
  • An effective communicator who is able to advocate for the recovery forum with knowledge and dedication.
  • Knowledgeable about the local area and its current assets, with an ability to identify opportunities for improvement and growth.
  • A team-player with strong interpersonal skills and an ability to discuss issues relating to the recovery forum and recovery collaborative in a fair and diplomatic manner.
  • Punctual and organised, with good time-management skills.
  • Basic record-keeping and computer literacy skills (training will be provided).



  • Ensure health and safety compliance at all times.
  • Be an active and present member of the team and act as an ambassador the Blackburn-with-Darwen Recovery Forum and its partner organisations.
  • Maintain confidentiality at all times (with the exception of safeguarding events).
  • Adhere to all relevant policies and procedures.
  • Establish and maintain positive working relationships with forum members, service providers, commissioners, stakeholders and other partner agencies.
  • Undertake any training necessary to succeed in the role.
  • Undertake other duties as required, relevant to the responsibilities outlined above.
